General Larry D. Welch of Virginia is being appointed Chair and member of the Security Policy Advisory Board. He is currently President and Chief Executive Officer of the Institute for Defense Analysis in Washington, D.C. and a former member of the Joint Security Commission. General Welch served four years as U.S. Air Force (USAF) Chief of Staff and two years as Commander in Chief, Strategic Air Command. Previously, he served tours as Vice Chief of Staff, USAF; as Deputy Chief of Staff of programs and resources,USAF; and Commander, Air Force Central Command and 9th Air Force. His military service, which began in 1951, included tactical fighter wings in Europe, the U.S., the Pacific and combat in Vietnam. General Welch was Chairman of the Joint Committee on Nuclear Surety and National Director of the Air Force Association.
Rear Admiral Thomas A. Brooks of Virginia is currently VicePresident for Government Markets for AT&T in Washington, D.C. Admiral Brooks retired from the U.S. Navy in 1991 as Director of Naval Intelligence after a distinguished career including combat in Vietnam. His naval career is marked by distinguished performance in intelligence, counterintelligence, security matters, and increasingly responsible assignments in critical national security positions. He is a former president of the National Military Intelligence Association and now serves as a board member. He also serves on the board for the Naval Intelligence Professionals.
Nina J. Stewart of Texas is currently an associate with Harrison & Associates consulting firm. Previously, she has been a senior manager and advisor in the nation's government in the fields of intelligence, security countermeasures and counterintelligence. She has also served as a Commissioner on the Secretary of Defense's and Director of Central Intelligence's Joint Security Commission; as Executive Assistant to the Director of Central Intelligence; as Deputy Assistant Secretary of Defense for Counterintelligence and Security Countermeasures and as Executive Director of the President's Foreign Intelligence Advisory Board.
The Security Policy Advisory Board is composed of prominent Americans outside of government who bring an independent, non- governmental, public interest perspective to security policy initiatives and the intelligence community. The Security Policy Board is a national level security policy committee which provides leadership, structure and coherence to the U.S. government's personnel, physical, technical and procedural policy, practices and procedures.
