RECOGNIZING THE NATIONAL CENTER FOR CREDIBILITY ASSESSMENT (NCCA)

Mr. WILSON of South Carolina. Madam Speaker, I rise today to
recognize the re-designation of the Defense Academy of Credibility
Assessment, DACA, as the National Center for Credibility Assessment,
NCCA.
Part of the Defense Intelligence Agency, DIA, and located at Fort
Jackson in the Second Congressional District of South Carolina, NCCA
serves as the government's premier educational center for polygraph and
other credibility assessment technologies and techniques. Its central
mission is to assist federal agencies in the protection of U.S.
citizens, interests, infrastructure, and security by providing the best
education and tools for credibility assessment.
For more than 50 years NCCA and its predecessor organizations have
served as a core agency for the discipline of credibility assessment
within the federal government, promoting standardization of credibility
procedures, techniques, and applications across the federal government.
By designating NCCA as a national center, the Department of Defense
and Defense Intelligence Agency are taking an important step in helping
to harness the rapid technological advances in the field of credibility
assessment. As a national center, NCCA will be able to better focus
efforts addressing the urgent needs of national and international
partners combating terrorism, narcotics trafficking, and other criminal
activity.
As the national focal point for credibility assessment, NCCA will
coordinate the development and fielding of new credibility technologies
to address a broad range of defense, homeland security, intelligence,
and law enforcement requirements, ensuring that the federal
government's technologies, techniques and procedures are reliable and
scientifically supportable.
Madam Speaker, I am honored to have this important national asset in
my district and I congratulate the leadership of DIA and the military
and civilian employees at NCCA on this important recognition.
