This is in response to your Freedom of Information Act (FOIA) request of February 22, 2002, as affected through your FOIA complaint of October 17, 2002, seeking "disclosure of aggregate U.S. intelligence budget figures for the years 1947 and 1948."

We are unable to locate a document containing, or a series of documents from which we may deduce, the aggregate U.S. intelligence budget figure for Fiscal Year 1947. However, we did locate a document entitled "Schedule of Funds Appropriated for Intelligence Activities for the Fiscal Year 1947," indicating a "GRAND TOTAL for State, War and Navy" of $30,855,300. For your information, the $30,855,300 total in this document includes the "CIG Portion" (the CIG, or Central Intelligence Group, was the predecessor entity of the CIA). We cannot vouch with certainty that this figure represents the aggregate U.S. intelligence budget figure for Fiscal Year 1947. However, we enclose a redacted copy of this document for your information. Please be advised that because your complaint seeks only the aggregate total budget figure for each fiscal year (which you confirmed in a telephone conversation with Frank Menna, the Department of Justice attorney representing us in this matter), we have excised the portions of this document that contain the subsidiary figures from which this "GRAND TOTAL" is derived.

We are unable to locate a document containing, or a series of documents from which we may deduce, the aggregate U.S. intelligence budget figure for Fiscal Year 1948. We also did not locate a document for Fiscal Year 1948 similar to that discussed in the preceding paragraph for Fiscal Year 1947. Therefore, there are no records responsive to that part of your request seeking the aggregate U.S. intelligence budget for Fiscal Year 1948.
