Spy vs. spy

The secretive U.S. court that approves wiretaps and search warrants aimed at suspected spies is doing a land-office business. Begun under the 1978 Foreign Intelligence Surveillance Act, the FISA Court gave the nod 1,012 times last year--a jump of 35 percent since 1997. The figures were pried free from the Justice Department in Freedom of Information Act requests by the Federation of American Scientists.
