MEMORANDUM FOR CMOC/J3 AFSPACE/A3 FROM: USSPACECOM/J3 250 S. Peterson Blvd Ste 116 Peterson AFB CO 80914-3040SUBJECT: Outside Distribution of Element Sets
1. In keeping with our MOU between USSPACECOM and NASA, we have been providing NASA's Goddard Space Flight Center (GSFC) with orbital element sets generated in the Space Control Center (SCC). For administrative reasons, the personnel at GSFC have revised their method of element set dissemination from a call-up bulletin board to a world wide web system.
2. Since the world wide web system offers no controls over personnel who have access to this information, it is incumbent on us to ensure space assets essential to our nation's defense are protected from potential adversaries. To enact new measures of OPSEC protection for space systems deemed vital to military support, the following procedures are directed immediately:
a. CMOC/J3O review the list of satellite systems on the Blue Space Order of Battle and identify those DOD systems deemed critical to military support. Provide the list of identified systems to USSPACECOM/J33 and 1CACS.
3. My POC for this matter is Maj Gil Gilbert, SPJ33OS (719)554-4100, DSN 692-4100.b. USSPACECOM/J33 provide GSFC with a list of satellite catelog numbers that should be removed from the NASA database to ensure no historical records are available.
c. The SCC remove GSFC as an addressee for sending updates on these satellites.
d. USSPACECOM/J33 verify with GSFC that all identified satellites have been removed from the GSFC web site and updates from the SCC have been terminated on the identified satellites.
