CHRONOLOGY

July 1997	After briefing on DOE declassification proposal, OSD/ISP representative agrees to raise issue of OCONUS Site Declassification within DoD
July 1997	Resistance to proposed declassification from within OSD and OJCS. DOS is identified as having equity.
November 1997	Meeting of DOE, OSD, OJCS, DOS, DTRA, and ISOO representatives concludes: ** Active OCONUS sites remain classified ** Former OCONUS sites may be declassified if no national security interest and host country agrees.
January 1998	Former OCONUS Site declassification initiative rejected by Deputy Assistant Secretary of Defense, Forces Policy, and DOS Director, Policy and Regional Affairs for Europe
March 1998	Interagency Security Classification Appeals Panel (ISCAP) indicates FRD categorization of OCONUS Storage Sites is issue needing resolution
April 1998	DOE advises ISCAP that DOE recommended declassification of former OCONUS Sites, but DoD and DOS have not provided required approval.
October 1998	DOE concludes it has no equity in declassification of OCONUS Storage Sites and that DoD, DOS, NATO, and host nations must resolve issue
June 2000	DOS affirms position of no declassification of former OCONUS sites without host country concurrence, and only UK and Germany storage at country level unclassified

STATUS

• DOE willing to declassify former OCONUS storage sites

• Issue remains unresolved.
