Subject: Declassification of the Fact of Overhead SIGINT -- Information Memorandum

1. On 1 December 1995, the Director of Central Intelligence approved declassification of "the fact of overhead Signals Intelligence collection". To further clarify, this declassification determination also includes "declassifying the fact of overhead collection for COMINT, ELINT and FIS".
