Declassification Guidance 003-96
In conjunction with the Director of Counternarcotics (DCN), DDO C/S, and W Group, specifically, W91 and W9N, the decision has been made to declassify the "fact of" SIGINT targeting of counterintelligence, international drug trafficking, international organized crime, and alien smuggling. This information will NO LONGER BE PROTECTED AS CONFIDENTIAL; however, any DETAILS RELATED TO THESE TOPICS WILL REMAIN CLASSIFIED as specified in documents such as the NSA/CSS Classification Manual 123-2, the Counternarcotics Class/Declass Guide No. 135-96, and the International Organized Crime Class/Declass Guide No. 341-96.
